Support Ukraine's energy infrastructure and energy supply this coming winter

I hope this letter finds you well.
Since the beginning of the full-scale invasion, Russia’s targeting of power infrastructure has sought to destabilise the electricity supply across Ukraine.
In total, Russia has destroyed at least half of Ukraine’s power-generating capacity through mass drone attacks and missile strikes on the energy grid.
Ukraine now faces a “severe” electricity deficit of up to 6GW, the equivalent of around 30% of peak winter demand, according to the International Energy Agency.
Were Russia to launch yet another of its reckless attacks, it could cause Ukraine’s power system to collapse - and with it the heating and water supply.
There are six key areas where Ukraine needs the UK’s support:
1. Where possible, damaged power and heating generation facilities should be repaired and reactivated.
2. The largest possible number of small-scale decentralised generators, which can become operational quickly, should be transferred to Ukraine.
3. Solar rooftop photovoltaic systems should be deployed as fast as possible to ensure power for hospitals, schools, and public and residential buildings. Decentralised electricity generation is less exposed to Russian attack.
4. The maximum volume of electricity that can be exported to Ukraine from elsewhere in Europe should be expanded gradually.
5. The interconnection capacity at the borders should be expanded.
6. The defence of energy infrastructure and air defence around critical installations must be strengthened.
Ukraine must not be left alone as it prepares for its most difficult winter yet.
